The Lansing City Council on Monday approved a video service franchise agreement with the San Antonio-based telecommunications giant.

The agreement gives AT&T permission to operate a cable TV service in the city. It joins Philadelphia-based Comcast Corp. and Lansing-based Arialink.

"People that can only get basic (cable) will have to buy a box in order to get [public access channel] 902."
- Richard Cory, studio manager of WBRW

You'll have to exercise your thumb a bit more to get your local public access news coverage.

Letters were recently sent to residents in Bruce and Washington townships and the Village of Romeo, stating that Channel 6 will be known as Channel 902 as of Jan. 15. This is caused by the Michigan Uniform Video Service Local Franchise Agreement. Under the agreement, providers must re-submit up to 2-percent of their gross revenues to fund public access programming.

Waterford officials believe the company's franchise agreement isn't valid yet, while AT&T representatives state they are being asked to pay too much to the community in fees.

DEARBORN/DEARBORN HEIGHTS - It was pushed through legislature and overwhelmingly passed by both the Michigan House and Senate, but the Uniform Video Services Local Franchise Act has yet to be implemented.

The act eliminates the need for cable providers, such as WOW! and Comcast, to negotiate separate contracts with local units, as had been the practice for the last 25 years. Instead, companies can enter into a uniform franchise agreement that will be used statewide.
